초록 / 요약 Abstract
본 연구는 고등교육 ODA 사업의 효과성을 높이기 위해 호주의 ATPC 사업에서 개발ㆍ적용한 평가 모형과 지표를 분석하는 데 목적을 두었다. 연구 수행을 위해, 사례조사의 방법을 따라 호주 APTC 사업 관련 원천자료를 소개한 후, 이를 OECD DAC의 평가 기준과 체제모형에 따라 분석하였다. 이를 바탕으로 국내 고등교육 ODA 사업 성과지표 개발을 위한 시사점을 도출하였다. 사례연구 결과 다음과 같은 연구 결과를 도출하였다. 첫째, 호주 APTC 사업은 사업의 최종목표로 아시아-태평양 지역 청년의 고용 증대를 설정하고 노동인력 양성을 위해 고등교육 수혜자 규모를 확대하는 양적 측면과 수원국 내 취업시장에서 성과를 보장하는 질적 측면을 모두 강조하는 지표로 평가모형을 구성하였다. 둘째, 사업의 기획 단계에서부터 산업계 수요를 반영해서 교육과정 정ㆍ현원을 관리하고, 재학 중 산업현장에서 실습기회를 가질 수 있도록 현지 산업계 주체들과 공조하며, 졸업생의 취업처를 확보하는 데까지 폭넓게 산업계와 협력하도록 성과지표를 통해 유도하였다. 마지막으로, 전문지식 및 산업계 지식 전수가 중요한 사업의 특징을 살려, 대학 내 인력 양성과 역량 강화를 위해 교직원 능력의 개선 정도를 확인하기 위한 측정지표를 고도화하였다. 본 연구에서 분석한 호주 APTC 평가 사례와 같이, 고등교육 ODA 사업은 전문인력의 양성 및 인력수급체계를 마련하는 데 사업의 목적을 두는 만큼, 졸업생 진출이 예상되는 산업계 수요를 고려해서 목표를 설정해야 한다. 본 연구를 통해 국내 고등교육 ODA 원조효과성 평가를 위한 지표 개발에 있어 수원국의 고등교육 체제와 주요 산업에 미칠 수 있는 영향력, 졸업생의 취업 네트워크 구축 계획 등을 고려하도록 시사점을 제공할 수 있을 것이다.
The purpose of this study is to analyze the evaluation models and indicators developed and applied in Australia 's ATPC project to assess aid effectiveness in higher education ODA projects. This study conducted a case study, created a case analysis framework based on the OECD DAC evaluation model and applied the source data related to APTC business in Australia and applied implications. First, the APTC project emphasizes both the quantitative aspect of establishing the employment increase of Afghan youth and the increase of the number of beneficiaries of higher education for the training of labor force, and the qualitative aspect of ensuring the performance in the employment market in the country. Second, from the planning stage of the project, it is necessary to manage the curriculum and the field of education in accordance with the demands of the industry, to cooperate with the local industry members, guided through performance indicators to work together. Finally, with the measurement indicators to confirm the degree of improvement of the faculty capacity in order to nurture the human resources and strengthen the capacity of the university. As in the APTC evaluation case study, ODA projects in higher education should set goals based on the industry needs that are expected to enter graduates, as they aim to train professionals and prepare the workforce supply and demand system. This study will provide implications for the development of indicators for evaluating the effectiveness of ODA assistance in Korea, considering the possible impact on the higher education system and major industries of the recipient countries, and plans for establishing job networks for graduates.
